Frank brings nearly twenty-five years of political and public affairs experience to Five Corners Strategies. Frank is a partner with Five Corners Strategies and manages its California office. Over the course of his career, Frank has managed grassroots and public affairs campaigns to shape policy decisions in over forty states and in Canada at the federal, state and local level for energy, retail and waste clients, among others.
Frank has led community engagement on more than 75 projects in California and over 200 around the country. He has helped permit major retail developments, power plants, landfills, pipelines, mixed-use and commercial developments and he is an expert on the community outreach process for projects involving NEPA (National Environmental Policy Act), FERC (Federal Energy Regulatory Commission) and CEQA (California’s Environmental Quality Act), as well as for the state and local environmental regulations and ordinances of many states throughout the country.
During the Clinton Administration, Frank worked at the White House Office of Management and Budget, scoring federal appropriations legislation. He also worked for the Service Employees International Union (SEIU), the country’s largest union, where he managed grassroots campaigns and advised union local presidents on communications issues.
In addition to his broad grassroots and political strategy experience, Frank is also a respected communications strategist. He has worked for some of the country’s leading political consulting firms producing television, radio and direct mail advertisements.
Frank earned a master’s degree in public policy from the Rockefeller College of Public Affairs and Policy at the University of Albany in New York, and a Bachelor of Science degree in history and politics from Drexel University in Pennsylvania. He has also attended the MIT-Harvard Public Disputes Program “Deal with an Angry Public,” University of California-Davis’ CEQA CLE land-use program and the Harvard Business School’s “Leading Professional Services Firms” program.
Frank and his wife have two children. He enjoys sailing, good southern Italian cooking and hiking. During the summer, he can be found at a Jimmy Buffett concert or vacationing with his family at Lake Tahoe in California.
Before founding Five Corners Strategies, Frank spent nearly fifteen years working on political campaigns throughout the country. Frank served as a policy advisor to over twenty gubernatorial campaigns including Governor Bill Richardson (NM), Governor Janet Napolitano (AZ), Governor Kathleen Sebelius (KS) and former U.S. Attorney General Janet Reno’s campaign for governor of Florida.
He also worked in the communications offices of former Senator Bill Bradley’s Presidential campaign and the Philadelphia Mayoral campaign for John White Jr. While working at the Democratic Congressional Campaign Committee, Frank served as an advisor to candidates in over thirty top-tier campaigns for the U.S. House of Representatives.
